Shares of Visa rose 2.6% today after a federal appeals court upheld a rule allowing banks to charge retailers as much as 21 cents to process debit-card transactions. The decision was part of an appeal by the Federal Reserve to a federal judge’s decision in July to cap fees. Businesses pay fees to the banks to cover the cost of using debit cards and had argued in a lawsuit that the fees should be lower. |
