U.S. stocks finished lower on news that the Federal Bureau of Investigation is looking at new emails related to Hillary Clinton. FBI Director James Comey said he had learned of new emails that “appear to be pertinent” to its investigation into Clinton’s use of a private-email server during her time as Secretary of State. The director said the bureau cannot yet assess whether the messages are “material.” The news raised the possibility that Donald Trump  could win the presidency, with Election Day less than two weeks away. The three major indexes fell but ended up from their worst levels of the day.
