Sherrod Brown, Democrat of Ohio, and David Vitter, Republican of Louisiana, introduced a bill to limit too-big-to-fail banks, including a provision that would require institutions with more than $500 billion in assets to hold more than 15% of their assets in equity, more than required by global banking agreements
