The Federal Reserve reports Americans borrowed at a slower pace in August than in July. Total consumer credit slowed to a gain of $13.1 billion, after July’s $17.7 billion. Spending was up at a 4.2% annually, down from a 5.7% pace in July. For all of 2016, consumer credit rose at a 6.7% rate.
