The Treasury Department reports the U.S. budget deficit totaled $156.94 billion from October, which was first month of the fiscal year, through the end of January. That was down 2% from the first quarter of the 2016. January’s surplus was $51.3 billion, compared with $55.2billion a year ago. Receipts totaled $344 billion and outlays $293 billion
