Doubts over full OPEC member compliance with any output deal combined with a rise in the U.S. dollar to its highest levels since 2003 prompted lower in oil prices. Prices had spent most of the session on the rise after comments from Saudi Arabia’s oil minister fed expectations that OPEC will reach an  agreement. December crude ended down 1.2% to $45 a barrel.
