The Keystone XL pipeline is heading for a new debate in Congress this week. A bill approving its construction has a good chance of landing on President Obama’s desk. The new, Republican-controlled Congress opens tomorrow, and Senator John Hoeven of North Dakota will introduce file a bill authorizing the project, which will oil from tar sands in Alberta, Canada to U.S. refineries. |
