Morgan Chase’s revelation that it had taken a surprise $2 billion loss   due to trading of credit default swaps. Carl Levin of Michigan and Jeff   Merkley are co-authors of legislation included in the Dodd-Frank Act that would implement the so-called Volcker rule that seeks to prohibit big banks   from trading stocks and derivatives with their own money and significantly   limit banks’ investments in hedge funds and private-equity funds.
