| The National Federation of Independent Business said its employment index was positive in August for the 11th month in a row but just barely. Small firms increased employment by an average of 0.02 workers per firm last month. Some 13% of small firms added workers and 9% trimmed employment. Nearly 80% stood pat. | |||||||
