The Federal Reserve will vote toay to place new capital standards on foreign banks operating in the United States. Under the measure, between 15 and 20 of the largest foreign banks would be required to form U.S. holding companies and, in general, would be subject to stress tests and the same capital and leverage standards applicable to U.S. banks. |
