The KUIK Market Update for Monday, December 31:

Markets are up slightly here on cliff day.

The House Agriculture Committee is working on a short-term extension of a farm law that lapsed Sept. 30. The Obama administration warns that without congressional action, retail milk prices could double. The draft bill would extend current law, along with disaster aid for producers affected by this year’s U.S. drought and changes to current milk policy through Sept. 30.

Asian stocks ended mostly lower although mainland Chinese shares finished the year on an uptick. Hong Kong’s Hang Seng Index finished slightly lower, while China’s Shanghai Composite Index finished 1.6% higher. The Shanghai advance came after HSBC’s final reading of the China manufacturing Purchasing Managers’ Index came in at 51.5, revised upward from a preliminary 50.9 the best since May 2011.

The U.S. population is on track for its slowest decade of growth since the Great Depression. The Census Bureau estimates there will be 315 million people living in the country on New Year’s Day, a 0.73 percent rise from last year’s estimate and about 2 percent more than the most recent census in April 2010. At the current pace, the nation’s population will grow by 7.3 percent during the decade, the lowest level since the 7.25 percent increase recorded between 1930 and 1940.
