“A gauge of New York-area manufacturing conditions showed less contraction in December, signaling factory conditions are weak but not getting worse. The Empire State general business conditions index moved up to a reading of negative 4.6, from November’s negative 10.7, for the best level since July, according to the New York Fed. A positive number indicates improving conditions, but it was better than the negative 7.5 forecast by economists. The index has been negative for five straight months.

Seattle’s city council approved legislation allowing drivers for services like Uber and Lyft to unionize, and negotiate pay and working conditions. Drivers celebrated the council’s unanimous approval of the new law on Monday, the first time a U.S. city appproved unions of ride-hailing drivers. The push was led by the App-Based Drivers Association, a local group representing hundreds of drivers, as well as Seattle Teamsters Local 117.
