The   Commerce Department reported orders to American factories climbed in February   for a third month in four.  The 1.3%   rise is under the 1.5% expected by economists polled by MarketWatch. The   Federal Open Market Committee releases minutes from its March 13 policy   meeting at 11 am Pacific time today.
Unemployment   in Spain rose 38,769 in March, or 0.8%, to 4.75 million, the Ministry of   Employment and Social Security announced Tuesday. On an annual basis,   unemployment was 9.6% higher in March.    Spain is the next country of concern in the EU.
